The state board of education has approved a proposal requiring longer reviews of individuals wishing to become school bus drivers. The changes must now be approved by the state legislature.
Some of the proposed changes reduce the number of moving violations and/or serious traffic offenses a driver is permitted to have during the two years before being hired.
Another change proposed is that drivers cannot have any drunken driving convictions in the last six years. (School districts normally just have access to the last three years of driving history.)
Driving records of drivers will also be checked twice a year instead of once annually. The cost of each background check could range from $15 through the Ohio Bureau of Criminal Investigations to $55 through other companies/vendors.
The proposed changes were prompted by the arrest of a Columbus school bus operator who was allegedly carrying drugs while driving his route in January. After his arrest it was learned he had three previous OVI charges."

The bills would require providers of online dating services to disclose if they do or do not conduct criminal background checks on their clients. When True first applied the background checks to their database, True.com screened out 11% of its site applicants. In Florida alone, there were more than 475 instances where site applicants were found to have sexual offenses felony convictions or provided false or inaccurate information. 'We have an opportunity to help Florida's users of online dating services. They have a right to know if criminal background checks are or are not being conducted on members they are talking to online and possibly meeting,' said HB1035's sponsor Representative Kevin Ambler. 'This disclosure requirement is an important public safety measure that will help safeguard honest Floridians from dangerous sexual predators and convicted felons looking for potential victims.' The legislation further requires firms who do run criminal background checks to disclose that the screening is not fool-proof and also to provide consumers with safer dating tips."

Arson investigator looking for cause of house fire: "A state police arson investigator has been asked to look into the cause of a fire that destroyed a home on Duffield Road in Gaines Township early Monday.
Fire Chief Bill Miller said the house, near Baldwin Road, was first damaged in an accidental fire late last week. In that incident, a resident returned home Thursday and found the house filled with smoke.
At that time, the fire in a basement bedroom was believed to have been caused by an accident, and the residents moved out so contractors could repair the damage."

Police raided the 1296 Velp Ave. merchandise store Tuesday, which allegedly sold fake-label items and illegally copied music CDs and movies, police said.
The Nike's investigator in September purchased at the store suspected Nike shoes, which the company verified as fake, according to an affidavit filed with a search warrant Thursday.
Police loaded a 14-foot U-Haul with boxes from the store and the owners were taken for questioning.
The owner, Herman Thomas, 32, of Green Bay was in the Brown County Jail on a probation hold. He was recently charged with delivering cocaine between 5 and 15 grams in October, according to a criminal complaint filed Thursday."

ABC 7 News - Fenty Calls for Stringent Background Checks: "District officials are promising more stringent criminal background checks for liquor-license applicants following the revelation that a convicted felon was allowed to run a nightclub in Northeast.
Antoine Jones operated Club Level's on Montana Avenue. Jones obtained a liquor license to run the club despite a 1991 drug conviction in Arlington County. The club was closed following an FBI raid in 2005.
Under the District's current system, background checks are only conducted in the District and the applicant's current state of residence. Jones lived in Maryland when he applied for the license. District regulators did not pick up the Virginia conviction. "

Albany County prosecutor Bradley Sherman said the 17-member jury, which includes five alternates, will hear over six weeks how the defendants worked together as an organization to hunt down innocent drivers and stage vehicle accidents to collect the insurance.
``They used greed, deceit and lies for profit,'' Sherman said. ``To these defendants, a car on the street looked like a piggy bank on wheels. Insurance equals money.''"

Those rules now require anyone who can be involved in litigation in federal court to retain electronic records -- such as e-mails, instant messages and text documents -- and be able to retrieve them. The rules also require all parties to present a description of all electronically stored information within 99 days of the beginning of a legal case."

We have heard the names of the missing like Brookley Louks and Charles Rickey but Tuesday the Senate Homeland Security Committee heard what made these people special, and what made the search for the missing so frustrating.
The committee heard from Molly Datillo's cousin, Karen Joe Smith's stepmother, Wade Steffey's dad and Lola Catherine Fry's sister. But it was Niqui McCown's mother who really captured their spirit.
'Someone took something from me more valuable than gold. My baby,' said Barbara McCown. 'There are so many Niquis out there and no one seems to care but put yourself in my place. There is no way whether you pass this or not that you will forget Niqui. You will forget none of the Niquis that are out there. They are your family. Don't walk over them like they didn't exist. We want an answer. We demand an answer.'"

In January, KMBC's Micheal Mahoney reported on problems with mold inside the Jackson County Health Department in Independence. Pictures given to KMBC showed numerous splotches of mold on the walls in a records room.
Officials admitted they had an issue and needed to fix it.
Mahoney reported that since then, the county health department, which is part of Truman Medical Center, has been determined to find out who leaked the story.

“Company security today requires a greater level of oversight of employee technology use as a precaution against theft or misuse of proprietary information,” said Ed Harold, an attorney with labor law firm Fisher & Phillips LLP. “Protection of your electronic data when you discharge or lose employees in sensitive positions is a vital step in insulating the company against sabotage and for use in any future claims that may arise.”"

Mary Lou Wise's body was found partially buried Friday afternoon in the backyard of the Deeth home she shared with her daughter, Teresa Wise, about 35 miles east of Elko off Interstate 80, said Elko County Undersheriff Rocky Gonzalez.
Teresa Wise was arrested without incident later in the day after returning to the home, located behind the ranching community's post office.
The victim is a former Deeth postmaster and another daughter, Doris, is the current postmaster, said Sheriff Dale Lotspeich.
Authorities did not know Doris' last name, but said she called the sheriff's office after finding blood in the house.
'(The victim) was in a shallow grave, with brush over the body,' Gonzalez told the Elko Daily Free Press."

Book Review: The One from the Other by Philip Kerr @ Blogcritics.org: "There is a certain beauty and trusting to fortune in rushing into a library to return a book and deciding to check out another while one’s son is practicing soccer. Such was the case with my discovery of Philip Kerr’s The One from the Other. In reading this, the latest of Kerr’s ongoing saga of the German private investigator Bernard Gunther, I realize I have entered a story that takes place in 1949, but began many years before with Kerr’s “Berlin Trilogy”, which is made up of his novels, March Violets (1989), The Pale Criminal (1990), and A German Requiem (1991). I did not, however, suffer from having not read these earlier books and The One from the Other is self-contained.

Fraudulent Auto Crash Claims Result in Arrest in La.: "The Louisiana State Police Insurance Fraud Unit announced it arrested Becky Roberts, of West Monroe, in Ouachita Parish on Feb. 23, 2007, for insurance fraud (2 counts) and forgery.
State Police said an investigation revealed Roberts fabricated witnesses to support an August 2004 auto crash she filed with State Farm which resulted in her vehicle not being at fault. She also submitted fraudulent documents in support of an October 2005 claim in which her vehicle was classified as a total loss and she was paid $531.40.
Roberts was arrested at her business, Quality Care Litigation Support Services, located in Monroe, and transported to Ouachita Correctional Center. Her bond was set at $5000.00 for forgery and $5000.00 on each count of insurance fraud."

Trustees want open inquiry
Northwest Herald - Trustees want open inquiry: "Village officials are unsure whether they will discuss the results of an investigation into possible misconduct at Village Hall in secret or in public later this month.
Both Trustees John Ragland and Todd Hendrickson want Elgin attorney Patrick Crimmins to present the investigation’s results publicly at a Village Board meeting. But they said the board might decide to discuss it in closed session depending on the results and legal advice.
“Since the taxpayers are paying for the investigation, I think the public is entitled to know the results of the investigation,” Hendrickson said.
The private investigation, which has taken months and thousands of dollars more than initial estimates, started last summer after the trustees ignored a request from local law enforcement agencies for more information about Village President Virginia Povidas’ alleged financial mismanagement before leading a larger investigation of their own.
Now, the investigation results could come weeks before an election that will produce at least one new trustee.
“I think we’d like to have this thing wrapped up before the election,” said Ragland, who is not seeking re-election. “It might send a signal.”"

Her grandmother, Barabara Killian, doesn't think Tarah jumped from a van to her death last November, as those in the van - Tarah's husband, Heath Sudlow, and mother-in-law, Vickie Sudlow, have attested.
During a news conference this morning at the Manatee County Courthouse, Killian and other members of Tarah's family discussed holes in the investigation, like the van not getting impounded soon enough and Tarah's clothing getting incinerated instead of being examined by a lab.
With help from private investigator Chuck Chambers, the family hopes additional interviews with witnesses will change the state attorney's office's decision to not press charges against Heath and Vickie Sudlow, a decision the office announced Friday.
'If the questions are left unanswered, it's hard for the family to believe it was an accident,' Chambers said."

Helena Independent Record: "A Clancy man has been charged with a felony count of insurance fraud after he allegedly fled the scene of a crash and later claimed damage to his vehicle occurred in a Helena parking lot, according to a state District Court document.
Vern A. Nardi also is charged with misdemeanor counts of failing duty to give information and render aid, and failure to provide immediate notice of an accident. He’s set to appear before District Judge Thomas Honzel on March 8.

The men received the keys from Matthew Larsen, the owner of the car, and his girlfriend, Regina Lapiana, investigators said. Larsen and Lapiana have already been arrested in connection with the fire."

In one case, State Police at Liberty allege that William Kloss, III torched a 2005 Dodge Ram 2500 pickup truck for Edward Kowalik, Jr. Kowalik is a police officer with the New York City Department of Environmental Protection Police. Kowalik was having trouble making truck payments. He was charged with arson and insurance fraud.
Kloss was charged with torching the truck on February 26, 2007."

Dunlap, 43, was indicted in November on two felony counts of workers' compensation insurance fraud for allegedly withholding information from her treating physician in order to obtain additional benefits to which she was not entitled, according to a statement issued by Cline's office.
As part of a plea agreement, Dunlap pleaded guilty to one misdemeanor count of wrongfully seeking workers' compensation benefits and has agreed to pay restitution in an amount that will be determined later by the Kanawha County Probation Department, Cline's office said. Dunlap's sentencing is scheduled May 8."

Guzman attended a class at Chico State the day she went missing and is believed to have driven from the campus sometime around 4 p.m.

The arrests included:
• The arrest of an Irvine man for filing an insurance claim for rental car payments he allegedly made to himself. James Toufic Assali, 32, was arrested at his residence on Jan. 23, 2007 by the Irvine Police Department on three felony counts of insurance fraud, and one felony count of attempted grand theft. Assali was booked into the Orange County jail, and his bail was set at $20,000.
According to Orange Regional Office of the CDI Fraud Division Investigators, Assali submitted a fraudulent rental car invoice to Infinity Insurance claiming $5,235 in rental charges. STLtoday - News - St. Charles: "The police department, which already uses a portable video system for crowd surveillance, agreed Wednesday to help finance a permanent camera network downtown.
It could be operational in May, with St. Louis joining Chicago and other large cities bringing more technology to bear against street crime.
'The cameras will add another layer of security for downtown,' said Assistant Chief Stephen Pollihan, who visited Chicago for ideas. 'If it's beneficial like I think it will be, we'll expand the program into the neighborhoods.'
The police board agreed to provide $115,000 in asset forfeiture funds for the project. It also approved a contract with IBM to lay groundwork and determine if nine cameras the department already owns can be used.
The police will provide half the $30,000 payment to IBM, plus $100,000 for hardware. Downtown St. Louis Inc. will provide the other $15,000 to IBM and provide staff to monitor the cameras."

But personnel documents obtained by the Post-Dispatch show Metro knew that William T. Hamilton spent 19 months in prison for a Class D felony. He even admitted on the application that he'd been convicted of a crime, writing 'to Be Discussed at interview.'
Reached Tuesday, Hamilton said he did tell the Metro interviewer in 2001 about two convictions for sex crimes.

U.S. Rep. Russ Carnahan, D-MO, introduced HR1079, dubbed the Professional Driver Background Check Efficiency Act, on Feb. 15.
He introduced the bill because of the current hazardous materials background check procedures, which he said in a statement “cause professional drivers a substantial loss of time, income and out-of-pocket expenses.”
The hazardous material endorsement required for professional drivers varies in cost, but is typically $94 per driver. This legislation would initiate a $50 cap.
The Owner-Operator Independent Drivers Association was quick to throw its support behind the important piece of legislation and thank Carnahan for sponsoring the bill."
